Text/ Point Study, Author / Word
From the 18C to the AI index, HKCs have built up this chain of technological assets.
On 23 October, the Hong Kong Exchange announced the official launch of the Hong Kong Exchange's artificial intelligence index and the Hong Kong Exchange's semiconductor index. The artificial intelligence index tracks 40 port stock companies that are highly relevant to the AI industrial chain, covering the five-tier structure of chip design, data centres, AI infrastructure, models and software and physical applications; and the semiconductor index tracks 30 of the largest port equity and semiconductor-related companies, covering manufacturing, equipment, components, computing hardware and storage equipment.
At the same time, HKC announced an authorization agreement with the South Fund, which will issue an ETF for tracking the AI index in the interior. In particular, the two indicators include a subdivision of the headlines of Chinacore International, Congener Group, Minami Group, Innosico, Middle Wrestling, Wallstone Technology, Day Whip, etc.
Market investors at the relevant level indicated that the two indices provided new pricing and allocation benchmarks for the AI and semiconductor segments of the Port Unit; it was expected that further attention would be directed to the relevant lead points and to enhancing the representation and liquidity of the blocks. The index drop-down superimposes the ETF mandate, and the Hong Kong Unit's AI and semiconductor plates receive new configuration tools and financial entry.
1 Portfolio sub-theme index: AI and semiconductor welcome new pricing benchmarks
This time, the Hong Kong Institute has launched two major thematic indicators, ostensibly to provide a reference point for the market, in essence on the chain of production of scientific and technological assets.
Objectively, the voice of the Hong Kong stock science and technology subject index has long been dominated by the Heinogen Index. According to economic reports for the twenty-first century, by the end of June 2026, the total value of passive product asset management to track the Heinogenous Technology Index had reached $40.4 billion (approximately RMB 272.5 billion), almost 26 times higher than the $1.5 billion initially introduced in 2020.
It was also disclosed by Heinogeneity Index Inc. that the total value of ETP product management for tracking the Heinogeneity Index series had exceeded $130 billion by the first half of the year, about 1.5 times the size of the local ETP market in Hong Kong.
The autonomous production of the AI and Semiconductor Index by the Hong Kong Institute means that it is no longer content to provide only a place of dealing, but rather seeks to extend the “market-place advantage” to upstream indexing and downstream product authorization.
The AI Index ETF mandate obtained by the South Fund was the first point of entry for this chain. But its starting point is a market that has been anchored in tens of billions of dollars in passive capital.
The details are worth looking at. The AI index does not simply rank the shares by market value, but has a clear fundamental threshold: the component shares have to cover R & D costs for the last two years, capital expenditures are not less than 3 per cent of sales, and sales are increasing at less than 5 per cent. In the design of the weights, the single component unit shall not exceed 10 per cent and the application chain unit shall not exceed 3 per cent, which shall be adjusted on a quarterly basis.
The message of this set of rules is that what Hong Kong House wants is a “substantive AI input” benchmark, not a basket to chase the concept heat. The semiconductor index is based on the “30 largest” sample, with a focus on representation on a scale and a methodological division of labour in favour of the basic face of the AI index.
But the rules themselves imply tension. The upper 10 per cent weighting of the AI index implies an unruly trend in the large market value indicators, such as China-Chip International, Consortium and millimetres, and the “average utilization” of 40 components will determine the performance of the index. In a highly divided environment within AI, a balanced configuration does not necessarily win the proactive strategy of focusing on a few winners.
The semiconductor index, sampled on a scale, is essentially a means of following up on current market patterns rather than prejudging future industrial winners. The short-term performance of the index will inevitably be delayed when the largest component shares coincide with the withdrawal of funds. This is not a flaw in the methodology, but rather the inherent pro-cyclical properties of the thematic index.
For investors, the new index is more of a reference to the technology structure of the Port Unit than a readily available configuration tool, some time before the ETF products are formally landed and operational. The mandate of the South Fund was the starting point, but the timing of the collection of products, the size of follow-up and the error in tracking were the real yardstick for the usefulness of the index.
2 From 18C to thematic index: the Hong Kong Institute ' s scientific and technical asset service chain is becoming complete
The line of view is drawn away, and the Hong Kong Coop is embedded in two layers.
The first level is the continuous migration of the bottom colour of the port stock market. The share of the Science and Technology Unit in the total portfolio of the Port Unit has increased from 15 per cent a decade ago to 44 per cent, more than sevenfold; in the first half of 2026, STIs accounted for 63 per cent of IPO distribution in the Port Unit, compared to 16 per cent in the same period last year.
According to data from the Hong Kong Office, between December 2025 and May 2026, AI Value Chain Corporation (AVC) raised a total of HK$ 97.9 billion in new shares, accounting for 55 per cent of new shares in the same period, and 70 other AVC companies were in line.
Chapter 18C of the listing rules is an innovative listing system designed for specialized technology companies, officially launched in March 2023 by the Hong Kong Joint Exchange in October 2022.
According to data from the Hong Kong Institute of Technology, under the 18C mechanism, the refinancing of 23 special technology enterprises totalled HK$59,426 million as at 31 August 2026, exceeding HK$40,358 million of the total funds raised by IPO, and the continuous financing corridor has run out.
The establishment of the AI and Semiconductor Index in an official capacity at this time is an institutional confirmation of this change. It goes hand in hand with 18C: 18C addresses “involving companies” and the thematic index addresses “how to be priced and configured after coming in”.
The second layer is more complex. China and the United States continue to compete in science and technology, export controls for semiconductors have not been relaxed, AI has become a policy priority, and Hong Kong has been given the role of “offshore pricing centre for Chinese science and technology assets”.
Wind data show that in 2025, South-to-South net purchases of more than HK$1.4 trillion were recorded as a new year. Since July 2026, net South-to-South purchases have further expanded, with cumulative net purchases of over HK$ 100 billion since July. Act as a stabilizer at the down-market stage.
According to the 10,000-point study, the assessment of the new index should be based on three timescales: at the institutional level, the Hong Kong firm fills the gaps in the autonomous hard-tech benchmark, is in the right direction and follows the logic of 18C. At the product level, the AI index has its first drop point, the semiconductor index has yet to be observed, and the pacing differences between the two are in themselves transmitting the message. At the market level, the recent reversal has instead provided low-level windows for new index-linked products. For investors that target long-term deployment, this constitutes, on the contrary, a favourable point of time for low-snaping, waiting for a gradual build-up of the pegged product.
The institutional dividend is long-term, the product land is medium-term and market sentiment is short-term. Combining the three with one another would make it easier to ignore short-term real-life resistance under a ring of institutional significance. A more pragmatic gesture is to use the new index as a long-term frame of reference for observing the scientific and technical structure of the Port Unit, pending the availability of data on the operationalization, size and tracking of the linked product before determining whether it is worth being used as a configuration tool.
3 In addition to the long-term institutional dividend, the new index still needs to cross this path
However, short-term pressures at the component unit level were already visible before the long-term institutional dividends were realized.
The inclusion of “leads” in the new index coincides with the most focused segment of the current withdrawal and valuation contraction, which adds a realistic constraint to the short-term prospects of the index.
In the same way, for example, the technology of walls. Wind data show that company stock prices continued to decline after reaching a high of HK$ 70.75 in June, and as at 26 October, the company ' s stock prices had been reported at HK$ 23.70, a cumulative withdrawal of more than 65 per cent from high points.
At the same time as the stock price was under pressure, the company was listed for sale less than twice a year at a discount, raising approximately HK$ 7 billion in July at HK$ 46.20, and 130 million in October at HK$ 31.08, cumulatively taking more than HK$ 17 billion from the market.
It is worth noting that the release and distribution of the wallen technology shares has created some kind of “convergence”. The building block was released on 1 July and the company announced a distribution three days later; on 6 October, the share-sale ban expired and was re-sold two days later.
To the extent that the market had expected that the company would be “off-limited or pumped”, in January 2027, there were also 33.47 per cent of the total equity of the founders and former shareholders of the IPO that were waiting ahead of the embargo window.
The dilemma of the walls is not an isolated one, but a reflection of the general paradox of the national AI chip company: technology catch-up requires huge and sustained investment, and the patience of the capital market is quickly consumed when stock prices go down.
The middle-intensity represents another kind of pressure. As the head of the optical module, it is one of the most direct beneficiaries of the AI base construction chain, but share prices are also subject to sharp fluctuations.
Wind data show that the single-day fall of 22 October by nearly 8.7 per cent in the middle and that the increase during the year was wiped out, with stock prices at a new low since April. The financing balance fell from a peak of HK$31,577 million in mid-July to close to $16.2 billion, with a nearly 50 per cent reduction in size over the past three months.
The continued withdrawal of the fund pool reflects a re-examination of the market ' s enthusiasm for AI investment. Light-modular demand is highly tied to capital expenditure by North American cloud manufacturers, and such “sold shovels” are often the first to experience a decline in valuation once there are any signs of slowing at the global AI capital rhythm.
The peripheral environment is no less optimistic, and the Goldman Sachs Prime Brokering Report shows that hedge funds sold global AI stocks on five consecutive trading days from 8 to 14 October, and that cumulative net purchases since the beginning of 2025 were completely wiped out within a week. The NASDAQ 100 index reached its largest single-week fall since April 2025, with the chip unit falling on eight consecutive trading days.
The focus of market concerns has shifted from “what AI can do” to “when it comes back”: capital spending commitments by super-large cloud producers are unprecedented in scale, but the path to realization remains unclear. In response, BOFO warned that the issue of finance could be a greater challenge to AI ' s expansion.
This background is direct to the implications of the new Hong Kong Immigration Index: A significant proportion of corporate valuations in the component shares are based on the assumption that AI demand continues to expand, and if global AI transactions enter a longer cooling period, the peg product, if introduced, may face the reality of slow financial inflows.
Four, a piece with a weight. Can the South Fund be a king?
In conclusion, the AI ETF mandate of the South Fund is a positive signal, but the vitality of an index product ultimately depends on post-market scale growth and secondary market liquidity.
The decision of HKC to delegate the authorization of the ETF for the IAI Index to the South Fund, rather than to other head offices, is per se a worthy interpretation. The company's Managing Director, Yang Xiao Song, positioned this collaboration as “an important practice in implementing the internationalization strategy and in serving the multiple asset allocation needs of investors”.
At the strategic level, this is indeed the case for the South Fund ' s one-time differential on the cross-border index product line: The HKAI Index covers 40 component units, covering chip design, AI infrastructure, model and application, and distinguishes between the composition and narrative framework of the existing AI theme ETF in the country. The pre-emptive advantage of obtaining exclusive authorization means that the South Fund temporarily has no direct competitors on the sub-label “Hong Kong Unit AI”.
But the other side of the opportunity is the multiple constraints at the implementation level. The first hit was the distribution window. According to the interface news, in the third quarter of 2026, the number of public fund-raising and development funds was high since 2022, but the average size of fund-raising was only about $477 million, the lowest since 2005; over 70 per cent of the ETF stock has been set up. Of the 15 non-initiative funds established since October, 10, or 67 per cent, were on a scale of less than $300 million.
Of the South Fund ' s own product line, the Southern entrepreneurship software ETF, which was established on 12 October, also raised just about 220 million yuan on the $200 million threshold. In this distribution environment, the first real problem facing the South Fund is whether the AI Index ETF, even if launched, can reach a meaningful level of initial funding.
According to the 10,000-point study, an ETF of barely oversized size, even with a finer index, is difficult to create effective liquidity in secondary markets. In contrast, Hong Kong's AI index-linked product is currently limited to the South Fund, and more issuers are required to co-operate in making big cakes.
The mobile ecology of a subject ETF often requires a co-location of multiple institutions, and exclusive authorization is an advantage over competitive barriers but may be a disadvantage in ecological nurturing.
More importantly, from the rhythm point of view, the Hong Kong Tsai Index was launched at a time when the technology block was undergoing a significant round of adjustments, and the construction of such components as wall tectonics and meso-intelligents was under pressure to withdraw prices and to release funds.
If the South Fund at this time promotes the release of the AI Index ETF with greater marketing effort, it needs to find a balance between “taking strategic opportunities” and “avoiding high-level distribution”. This is not to say that the product should not be distributed, but rather that the pace of issuance, the expected scale, and the way in which investors are communicated need to be more cautious than the market heat.
In the longer term, the real value of the mandate of the South Fund may lie not in the size of the first ETF but in the ability to build sustainable operational capacity on the cross-border index product line. The HKI Index, which is adapted on a quarterly basis, has a basic threshold for R & D inputs and capital expenditures, and the component shares cover AI-related companies listed in both shares A and Port.
This means that the day-to-day management of the product involves cross-market component unit adjustments, exchange rate factors, and tracking error controls resulting from differences in the pace of trade between the two locations. The South Fund has accumulated in the area of cross-border ETFs, but a completely new target for operational consolidation is inevitable.
The tracking error data for the first product, the streamlining of the efficiency of implementation and the continued marketing capacity after the listing will determine whether the mandate will become a long-term feeder of the South Fund ' s cross-border product line, or whether it will simply add a limited-scale theme, ETF.
Taken together, the South Fund received a merit card in this authorization, but the direction of the game depends on three variables: The choice of distribution windows is patient enough, the positioning of products can withstand industry-oriented scrutiny, and the ability to operate supports the long-term operation of a cross-market theme ETF.
The indexing of Hong Kong Houses provides the basis for the product, but whether it can move from “authorization” to “real use by investors”, the answer is not in the authorization agreement, but in the next implementation rhythm of the South Fund.
